CumulusMX and WxSim Version Upgrades.

CumulusMX now upgraded to CumulusMX Version 4 Beta, also worth mentioning now even more stable due to upgrade to .net version 8.

Due to a renaming of Monthly Log files in the new version of CumulusMX Version 4 (from : YYYYFeblog.txt to : YYYYMMlog.txt), WxSim has been upgraded to accomodate this new numerical year month format.

WxSim suite now ugraded to WxSim 2024 Build 1.0 Beta.
WxSim now handles both CumulusMX V3 and CumulusMX V4 formats.
New Versions are :
WXSIM 2024 Build 1.0 Beta. (including WRET)
WXSIMATE version 9.2 Beta.
WXSIM-Lite version 2.8 Beta.

Note : No changes required for Auto-Learn (AutoLearn-WX).

Small issue with Span Days looking back to last year in WXSIM-Lite, reduced from 90 to 80 days until a fix is found.
Cause was issue with the new YYYYMMlog.txt format.
